President's Letter to Homeowners

Pool Area Changes:
 
During the pool offseason, several issues are being addressed to keep the pool area safe and clean for neighborhood patrons.  These issues not only include the normal maintenance to the pool support equipment, but also addresses security and safety items.
 
Due to some fence runners and pickets rotting, a new fence has been constructed between the pool area and the Coody’s property.  All wood surfaces were stained to match the remaining wood fence areas.
The HOA board made a decision to install a security system within the pool area.  This installation will be completed by April 15th, which is the day the pool is scheduled to open.
 
Landscape Appearance:
During the winter months, the HOA board had our landscape service trim all the trees at the front entrance of the sub-division.  This activity was long overdue, and should help with the overall appearance of our entrance on Murphy Road.
Watering Restrictions:
 
The City of Richardson still remains in Stage 3 water restriction, limiting lawn watering to twice per month.
Water restrictions have been implemented with the following schedule:
Last digit of address    Allowed landscape water days
0,2,4,6,8 (Even)   1st and 3rd Saturday of the month
1,3,5,7,9 (Odd)   1st and 3rd Sunday of the month
 
The January rains have helped significantly. Lake Lavon has gone from over 12 feet below normal levels to less than 6 feet down. January 26, the NTMWD conducted a board meeting and recommended a continuation of Stage 3 water restrictions until June, with continued monitoring to make adjustments based on lake levels. The rains helped avert the need to go to Stage 4.
 
Annual Block Party:
All homeowners are invited to the annual block and pool opening party which is scheduled for May 6, 2012 starting at 01:00 PM.  As in the past, the HOA furnishes the burgers, hotdogs, and drinks.  In order for this event to be successful,  we are looking for volunteers to help set-up, cook, and clean-up.   Please mark your calendars for this event, so we can have a good turnout.

National Night Out
 
Crime Watch Patrol:
A special thanks to some of our homeowners who are participating in Richardson’s Neighborhood Crime Watch Patrol.  These folks drive around looking for any suspicious activity and report to the authorities.  Over the last several years, this area in the panhandle of Richardson has been one of the safest in the city.  This program has been put in place to help keep it that way.  Thanks again to those homeowners that are participating in this program.
 
HOMEOWNER IMPROVEMENT ACTIVITY:
Spring is just around the corner and many of us might be considering making some changes to the exterior to our home or property.  These changes might include replacement of fences, exterior home and fence painting, and major landscape changes which will enhance the overall appearance of your property.  As part of your plans, you might want to dig out your copy of the Breckenridge Estates Covenants, Conditions, and Restrictions and review them before you start your project.
 
In this set of documents, you will find information concerning:  Replacement of privacy fences, installing patio covers, making home additions, making major landscaping changes, building storage sheds, and even information pertaining to exterior painting.  An Architectural Control Committee(ACC) Request form should be completed by the homeowner and submitted to  the Architectural committee chairman (Larry Miller) for review and approval before the project is started.  These forms can be obtained by contacting Larry Miller, the website or any board member of the Breckenridge Estates Homeowners Association.
 
All of these activities must have the approval of the architectural Chairman and the board, before construction or implementation commences.   These regulations are considered to be a legal document, and were developed to protect each homeowner’s investment.  If you don’t have a copy of the Breckenridge Estates Covenants, Conditions, and Restrictions, please contact one of the board members to obtain them or the website at (http://www.breckinridgeparkestates.com).
